The House of Representatives has voted to pass the MORE Health Education Act (HR 987). This bill would reverse some administrative changes to the Affordable Care Act (ACA).
The bill would rescind the 2018 Department of Health and Human Services regulation expanding the use of short-term limited-duration insurance (STLDI). STLDI plans do not have the same financial rules as plans provided by the Affordable Care Act. These plans can charge higher premiums based on health status, can exclude coverage for preexisting conditions, and can impose annual or lifetime limits.
The bill would also restore funding for consumer outreach and education programs and the Navigator Program. Affordable Care Act Navigators are individuals or organizations trained to help consumers look for health coverage options through ACA marketplaces. In 2017, navigators received over $60 million but were responsible for less than 1% of health insurance enrollees. Seventeen organizations enrolled less than 100 customers, at an average cost of almost $5,000 per enrollee.
