HCBS funding plan survey

Your input is needed: Take our HCBS funding plan survey

As many of you know, the American Rescue Plan  was signed into law in March 2021. Under a provision of the ARP, the Indiana Family and Social Services Administration  is eligible to receive enhanced funding to increase access to home and community-based services  for Medicaid beneficiaries.  

FSSA is considering how funds can be most effectively leveraged to improve HCBS for Hoosiers. We are centering our plans around creating sustainable, outcomes-driven supports for Hoosiers, and we are leveraging the collaborative work to date from our LTSS Reform project and stakeholder feedback channels. To date, the LTSS Reform project has held 50+ various stakeholder engagement opportunities and the goals of ARP funding align well with this project’s goals. Our goal is to enhance the HCBS delivery system through building equitable, effective, efficient, and sustainable supports to improve health outcomes, fill unmet social needs, and support all Hoosiers  as we achieve our full emotional, mental and physical well-being potential. 

FSSA is seeking input from the community through a survey designed to support FSSA in determining spending priorities for the enhanced funding. We encourage anyone who is a consumer or stakeholder in the current HCBS system (i.e., recipients or potential recipients of HCBS, family caregivers, direct service professionals, HCBS industry providers, etc.) to respond.  

The survey is available by clicking here. We would greatly appreciate your time and input. We estimate this survey requires approximately 15 minutes to complete by Monday, June 7 at 5 p.m. EDT. Your input will help the FSSA team have the best understanding of community needs to ensure the enhanced funding is spent to support sustainable, outcome-driven improvements to HCBS for Hoosiers. 

The state expects to finalize its plan for submission to CMS by June 30, 2021. The plan will also be shared with the stakeholder community prior to submission.
