Subject: Everyone plays a part in helping Hoosiers as Medicaid returns to normal operations

Team FSSA,

When the federal government declared a public health emergency for COVID-19 in January 2020, they required changes in how Medicaid operated. One of those changes was suspending the normal process by which members who are no longer eligible come off Medicaid. These continuous coverage protections assured that Hoosiers had medical coverage throughout the pandemic.

Due to federal action earlier this year, Indiana, and every other state, will begin the process of returning to normal Medicaid operations. In Indiana, we will return to normal operations over the course of one year.

Regardless of what work you do for FSSA, you need to understand what is happening. We need your help educating the public about what steps they need to take to assure that, if eligible, they continue to get needed Medicaid benefits. We want you to be prepared when you are asked questions.

Anyone who is currently in one of Indiana Medicaid’s health coverage programs, including the Healthy Indiana Plan, Hoosier Healthwise, Hoosier Care Connect or traditional Medicaid, will need to confirm or update information about themselves and their family. This starts with making sure we can reach them.

Indiana Medicaid members may receive services and supports from other FSSA divisions, community partners and stakeholders, so it is likely you will receive questions about Medicaid redeterminations, regardless of whether you work in OMPP or DFR.  It is critical that FSSA staff know the key messages to share and where to direct people for the most up-to-date information and outreach materials.

The key messages are listed below and in the attached flyer for you to print.

  • Medicaid continuous coverage protections are ending. Indiana Medicaid, including the Healthy Indiana Plan, is returning to normal operations.
  • Members should go to in.gov and sign in or create an account. Members should make sure their contact information is up to date. If the member doesn’t have Internet access, direct them to call the Division of Family Resources at 800-403-0864.
  • Members should then watch the mail and respond to any requests for information or documents they will receive from FSSA.
